해상교통관제(VTS) 직원의 조직융합관리(PMI)가 조직효과성에 미치는 영향에 관한 연구
해양수산부 소속이었던 해상교통관제(VTS)의 조직과 인력은 두 번의 큰 해양사 고를 계기로 해양경찰청에 순차적으로 통합(흡수)되는 과정에서 외부적 통합인 물리 적 결합은 이루어졌지만, 실질적 통합인 화학적 융합은 제대로 이루어지지 못하였다. 이는 해상교통관제(VTS) 조직과 인력이 구체적인 전략과 충분한 검토를 거쳐 해양 경찰청으로 통합된 것이 아니라, 대규모 해양사고 후 유사 사고 재발방지 대책의 일 환 등으로 다소 갑작스럽게 통합이 이루어졌기 때문이다. 이러한 문제의식을 바탕으 로 해양경찰 내에서 해상교통관제(VTS) 기능에 대한 조직융합관리(PMI)가 적절히 실행되고 있는지, 조직융합관리(PMI)를 통해 해상교통관제(VTS) 조직과 인력을 해 양경찰로 통합한 효과가 나타나고 있는지 분석하였다. 현재 VTS 관련 기능에 근무하는 해양경찰청 소속 직원들을 대상으로 조직융합관 리와 조직효과성의 인과관계를 설문 조사한 결과, 인구사회학적 특성 중에서 연령, 직급(일반직), 근무지에 따라 인식차이가 있는 것으로 나타났고, 조직융합관리의 주 요 하위요인인 미션, 조직문화, 인사, 기능, 수행업무, 성과 중에서 기능과 성과 요인 이 조직효과성에 유의미한 영향을 미치는 것으로 나타났다.
A Study on the Effect of Post Merger Integration(PMI) of Vessel Traffic Service(VTS) Employees on Organizational Effectiveness
The organization and personnel of the VTS which was part of the Ministry of Oceans and Fisheries were sequentially integrated into the Korea Coast Guard following two major maritime accidents. In this process, external or physical integration was integrated but actual or chemical integration was not properly integrated. The reason for this is that the organization and personnel of the VTS were not integrated into the Korea Coast Guard after a detailed strategy and sufficient review, but rather the integration occurred suddenly as part of measures to prevent the recurrence of similar accidents after major maritime accident. Based on this awareness of the problem, this study analyzed whether PMI for VTS functions within the Coast Guard was properly implemented, and analyzed whether the effect of integrating the VTS organization and personnel into the Coast Guard through PMI was being seen. Also, This study investigated the causal relationship between PMI and Organizational Effectiveness among employees of the Korea Coast Guard currently working in VTS functions. As a result of the study, there were differences in perception depending on age, rank, and workplace among socio-demographic characteristics, and function and performance factors among the major sub-factors of PMI: mission, organizational culture, personnel, function, tasks performed, and performance. It was found to have a significant effect on organizational effectiveness.
