1945년부터 1962년까지의 한국해양경찰사 연구
이 연구의 목적은 1945년부터 1962년까지의 해양경찰 역사에 대하여 다음과 같이 심층적으로 분석하는 것이다. 한국은 해양경찰대가 창설되기 전에는 조선해양경비대 와 연안경찰서, 수상경찰서가 해상치안을 담당하다가 1953년 12월 드디어 해상치안의 전문기관인 내무부 치안국 소속의 해양경찰대가 창설되었다. 1955년에는 해양경비조 직이 해무청 소속으로 변경되었고, 1962년에는 군사정부에 의하여 ｢해양경찰대설치법｣ 이 제정되었으며, 경찰조직으로 환원되었다. 1945년 8·15 해방 직후부터 해상치안 문제는 중요한 현안으로 부각되고 있었고 1962년까지 해양경찰 조직에 대한 변동이 여러 번 있었다. 이러한 변동에 대하여 다 음과 같은 방법으로 기술하였다. 첫째로, 1945년에서 1962년까지의 약 18년의 기간 동안 어떠한 중요한 사건이 있었고 그에 따라 해양경찰조직이 어떻게 변동되었는지 검토했다. 둘째로, 해양경찰조직이 내무부 치안국 소속에서 상공부 해무청 소속으로 어떠한 과정에서 변경되었는지 검토했다. 셋째로, 1962년에 군사정권에 의하여 해양 경비대가 내무부 소속의 해양경찰대로 조직이 변경되는 과정을 검토했다. 그리고 이 시기의 해양경찰 조직 특징과 시사점을 도출하였다.
A Study on the History of Korea Coast Guard from 1945 to 1962
The purpose of this study is to analyze in-depth the history of maritime police from 1945 to 1962. In Korea, before the establishment of the maritime police force, the Chosun Coast Guard, the coastal police station, and the water police station were in charge of maritime security, but in December 1953, a maritime police force was finally established. In 1955, the maritime security organization was changed to the Maritime Affairs and Fisheries Agency, and in 1962, the Maritime Police Establishment Act was enacted by the military government, and it was returned to the police organization. Immediately after the liberation of August 15, 1945, the issue of maritime security has emerged as an important issue, and there have been several changes to the maritime police organization until 1962. These changes are described in the following way. First, we examined what important events occurred during the period of about 18 years from 1945 to 1962 and how the maritime security organization changed accordingly. Second, we reviewed how the maritime security organization was changed from the Ministry of Interior's Security Bureau to the Ministry of Commerce and Industry's Maritime Affairs Office. Third, in 1962, the military regime reviewed the process of changing the organization of the Marine Guard to the Maritime Police Force belonging to the Ministry of Interior. In addition, the organizational characteristics and implications of the maritime police during this period were derived.
