한국 해양경찰 위기협상 운영체제 도입과 활성화 방안
해양경찰청은 극한의 바다환경 극복과 다변화되는 해양사고에 효율적으로 대응하 기 위해 첨단장비 의존율이 점차 높아짐에 업무체계 전반을 과학화하기 위한 혁신 기반 구축에 역량을 집중하고 있다(｢해양경찰백서｣, 2021: 71). 하지만 해양경찰 업 무체계를 과학화한다고 하여 해양사고를 완벽히 해소하는 데는 한계가 있을 것이다. 첨단과학기술(AI, 인공지능)이 대체할 수 없는 현장 경찰관만이 할 수 있는 것이 바로 공감과 소통이라고 생각한다. 인간 대 인간만이 해결 가능한 위기상황에 대한 위기협상 교육의 필요성이 절실히 느껴지는 한 부분이다. 상대방이 하는 말을 잘 이 해하고 전달하기 위해서는 단순히 겉으로 드러나는 말뿐만 아니라 언어적 표현 못지 않게 사람만이 표현할 수 있는 몸짓·표정 언어와 같은 비언어적 의사소통이 소통에 있어 중요한 역할을 하기 때문이다. 본 논문에서 강조되는 위기협상의 적극적 청취기법은 “위기에 처한 사람들의 생 각을 적극적으로 들어주고 이해하여 위기자의 요구에 맞춰 관계 형성에 중요한 기여 를 하게 되어 궁극적으로는 행동변화를 일으켜 위기해결을 가능하게 하는 기법”이다 (최성재, 2009: 271 재인용). 본 연구에서는 경찰청의 위기협상팀 도입의 선행연구를 바탕으로 기존의 대테러 상황에 국한되어 있던 해양경찰의 해양대테러 협상팀의 임무를 모든 해양 위기상황 으로까지 임무를 확대하여야 한다는 필요성의 주장과 해양경찰의 현장에서 일어날 수 있는 위기상황을 예견하고 이를 대응하기 위한 해양경찰의 현실에 맞는 위기협상 운영체제 구축의 도입과 활성화 방안에 대해 제시하였다.
The Necessity of Introducing an Operating System and Ways to Activate it for Maritime Crisis Negotiation by the Korea Coast Guard
With an increasing dependence on advanced equipment, the Korea Coast Guard is concentrating its capabilities on building an innovation foundation to scientifically upgrade the overall work system in order to overcome the extreme sea environment and efficiently respond to diversifying marine accidents (｢White Paper on Coast Guard｣, 2021: 71). However, even if the coast guard work system is scientifically developed, there will be a limit to completely solving maritime accidents. It is deemed that empathy and communication are what only field police officers can do that advanced science and technology (AI, artificial intelligence) cannot replace. This is a part where there is a strong need for crisis negotiation education for crisis situations that can be solved only by human beings. This is because, in order to understand and convey what the other person says, only humans-enabled non-verbal communication such as body language and facial language as well as verbal expression plays an important role in communication. The active listening technique in crisis negotiation emphasized in this study makes an important contribution to relationship formation according to the needs of the person in crisis by actively listening and understanding his thoughts, consequently leading to his behavior change and enabling crisis resolution (Choi Seong-jae, 2009: 271). Based on previous research on the introduction of a crisis negotiation team of the National Police Agency, and considering the argument of the necessity to extend the mission of the Coast Guard's maritime counter-terrorism negotiation team, which was limited to the existing counter-terrorism situation, to all maritime crisis situations, this study presented the introduction and activation plan for establishing a crisis negotiation system suitable for the reality of the Coast Guard in order to predict and respond to crisis situations that may occur in the field of the Coast Guard.
