해양경찰산업기술원 설립 필요성 및 그 역할에 관한 연구
본 연구는 최근 해양경비 관련 국내외 동향을 분석하여 확보된 해양경찰산업기술 원(가칭) 설립 필요성을 기반으로 해양경찰산업기술원의 기능 및 임무를 도출하였다. 최근 국제정세의 불안으로 인한 해양테러의 위험도가 증가하고 있고 해양범죄가 지 능적으로 변모되고 있기 때문에 해양경찰을 지원할 수 있는 전문적 정책지원이 필요 한 시점이며, 해양경비, 해양경찰과 관련된 연구기관 또한 전무하므로 해양경찰산업 기술원 설립의 추진이 필요하다고 할 수 있다. 본 기관 설립 시 핵심기능 및 세부업 무 도출을 위해 現해양경찰청 조직, 해양분야 유사연구기관의 업무 및 조직 분석을 수행하였으며, 해양경찰분야의 전문가를 선정하여 델파이 및 AHP분석을 실시하였다. 위의 과정을 통해 도출된 해양경찰산업기술원의 핵심기능은 1순위가 정책연구, 2순 위가 검사·평가·인증, 3순위가 연구개발지원, 4순위가 위탁사업 수행, 5순위가 국제협 력지원으로 나타났다.
A Study on the Necessity and Role of Establishing the Institute of Coast Guard&Technology
This study derived the functions and missions of Institute of Coast Guard & Technology (tentative name). Recently, it is time to provide professional policy support Coast Guard, and there are no research institutes related to maritime security and Coast Guard, so it is necessary. In order to derive core functions and detailed tasks when the Institute of Coast Guard&Technology was established, work and organizational analysis of similar research institutes in the maritime field was conducted, and Delphi and AHP analysis were conducted by selecting experts in the coast guard field. The core functions of the Institute of Coast Guard&Technology derived through the above process were policy research, inspection·evaluation·certification in the second, R&D support in the third, consignment project in the fourth, and international cooperation support in the fifth.
