Illegal fishing practices, which are causing direct and indirect damage to the ecosystem of Korea's coastal fish stocks, have been prevalent throughout the year, day and night by some fishermen until recently.In order to cope with this, the Maritime Police Agency or the Fisheries Management Team of the Ministry of Maritime Affairs and Fisheries have some differences depending on the size (tonnage) of the vessels, fishing guidance, and control ships. However, it is believed that illegal fishing crackdowns can be carried out at sea, day and night, regardless of holidays, by taking a smooth turn between ships, as well as with appropriate professional personnel and relatively modernized equipment and control ships. In particular, local governments are not able to secure budgets when constructing old vessels because there are no standardized and standardized standards for budget regulations and ship replacement times specialized in government lines. In addition, since there is a deviation by department in budget support, local governments across the country are in a very poor situation compared to the Coast Guard or the Fisheries Management Team of Ministry of Oceans and Fisheries the Ministry, which is a central government agency. Due to this situation, the total crackdown on illegal fishing by local governments nationwide showed a very large number of crackdowns, with an average of about 65 percent from 1990 to the first half of 2000. However, the number of crackdowns has decreased sharply to 22.7 percent on average since 2010 until recently 2018. Therefore, this study intends to examine the current status of illegal fishing, which not only harms the protection and management of fisheries resources, but also impairs all management means of the nation's fishing industry, and suggests efficient operation of illegal fishing control by local governments.
