민·관·군 해양재난대응 협력 거버넌스에 관한 연구
우리나라 주변 해양에서 발생하였던 대규모 선박 사고는 국민의 생명, 재산 그리 고 해양환경에 커다란 피해를 야기하곤 하였다. 해상위험은 늘 존재하기 마련이고, 해양사고는 해양에서 인간의 활동과 그에 따른 선박 항행이 모두 멈추지 않고서는 언제든 발생할 수 있는 것이다. 따라서 정부는 해양사고의 예방·대비·대응 및 복구라 는 개념을 도입하여 사고로 입는 피해를 최소화하려 하는 것이다. 대규모 해양사고 에 잘 대응하기 위해서는 해양안전을 책임지고 있는 긴급구조기관인 해양경찰의 구 조역량을 강화하는 일은 중요하다. 또한 해양재난 상황에서 협력 대응이 필요한 경 우 민간과 가용한 군의 인력과 장비의 지원을 받게 되면 구조역량은 한층 증가될 것 이다. 이 연구는 국가의 자산과 역량을 유효하게 활용할 수 있도록 보장하기 위해 평시 체계적으로 대비해두면 유사시 효율적이며 신속한 해양재난 협력대응을 할 수 있다는 데 착안하였다. 이 연구의 목적은 국내·외 해양사고 대응과 구조 협력체계의 현황을 분석하여 전반적인 실태를 파악하고 해양사고가 대규모 해양재난으로 악화되 는 것을 방지하기 위한 대응 체계에 대하여 연구하는 것이다. 이 논문은 우리나라의 대규모 해양재난 대응에 있어서의 제약요인과 외국 사례로부터 시사점을 찾아 바람 직한 민·관·군 협력대응 체계의 구축방안에 대하여 제시하였다. 통상 대규모 해양재난에 대하여 효과적으로 대응하기 위해서는 현장지휘체계의 단순화와 지휘자의 권한 과 책임의 명확화 그리고 투입되는 유관기관의 인력과 장비의 효율적인 지휘·조정 방식의 선진화가 보장되어야 한다. 이를 위해 이 논문은 해양경찰청의 중앙구조본부 의 역량을 강화하고 유관기관 자원의 통합 지휘·조정 체계를 구축할 수 있도록 해양 선박재난 현장대응조직을 강화하는 기본 안을 제시하였다.
A Study on the Cooperative Governance of Maritime Disaster Response among Civil·Governmental·Military Organizations
There have been several sizeable maritime accidents around the Korean peninsula and these have caused tremendous damage to people’s lives, property and the marine environment. There are always maritime hazards at sea. Thus maritime accidents may happen unless human activities including shipping stop at sea. The authorities concerned makes a lot of efforts in order to minimize the effect of such maritime accidents by means of the introduction of the concept such as the prevention, preparedness, response and recovery of maritime disasters. In order to properly respond to such maritime disasters it is important to enhance the capability of the emergency rescue agency responsible for maritime safety, that is Korea Coast Guard. Also important is the support of the manpower and equipment coming from civil organizations and military organizations available when cooperative response is needed in case of maritime disasters. In this case, the overall capability of rescue will increase. This research is based on the idea that if the property, equipment and manpower of the country are well organized by the authorities concerned in peacetime this will lead to the efficient and swift response to maritime disasters. The purpose of this research is to analyse the present condition of the cooperative response system of Korea and other countries such as the UK and USA and to study how to establish an appropriate cooperation system among the parties concerned whereby maritime accidents are prevented from proceeding in a wrong direction.
