정부의 어선지원 실태분석 및 정책제언에 관한 연구 : 어선건조업 법제도 도입 방안을 중심으로
우리나라 초창기 어선 건조 산업은 목선 위주로 보급·추진되었으나, 어업인 소득 증대 방안의 일환으로 1977년에 수립된 정부의 ‘연근해어업 진흥 5개년 계획’에 따라 어선 및 어선설비 확충사업이 본격화 되면서 이를 기점으로 노후어선에 대한 지원 정책의 변화를 보이기 시작했다. 한편, 정부에서는 이 계획에 따라 노후어선에 대한 지원 사업으로 1981년까지 선령 16년 이상의 어선을 대형 신조선으로 대체하는 것은 물론 선체 재질 또한 목(木)에서 작업이 용이하고 경제성이 뛰어난 FRP 소재로 대 체하도록 하는 어선 지원 정책을 추진하였으며, 이는 당시 기술 개발에 따른 사회적 환경 변화에 상당한 영향을 받은 것이라 할 수 있다. 이와 같은 FRP 어선에 대한 정부 지원 정책은 이후 선질(船質)에 대한 화재의 취약성 및 폐선방치에 따른 환경오염 등의 사회적 문제가 제기되면서 2004년부터 알 루미늄을 소재로 한 친환경적 어선 건조 지원 사업으로의 전환을 보이고 있으나, 이 또한 건조 단가 및 관리·운영상의 어려움으로 인해 그 실효성은 미진한 실정이다. 이에 대해 최근 정부에서는 지금까지 특정 사안에 따라 시행된 단편적 어선 지원 정책의 틀에서 벗어난 근본 대책(안)을 마련하여 추진하고 있으나, 다소 현장수용성 측면에서의 한계를 보이고 있으므로 본 논문에서는 정책 추진에 따른 사회혼란을 최 소화하고 보다 안정적으로 도입하기 위한 정책 대안을 제시하고자 한다.
A Study on the Status Analysis and Policy Proposal of the Fishing Vessel Support Policy in Korea : Focusing on the Legal System of Fishing Vessel Building Industry Introduction
In the early days of Korea, the fishing vessel building industry was mainly promoted with wooden vessels, but the government's 'five-year plan for the Promotion of coastal and inshore fisheries' established in 1977 as part of a plan to increase the income of fisher, the fishing vessel and fishing vessel equipments expansion project began in earnest it began to show changes in support policies for old fishing vessels. Meanwhile, according to this plan, the government is a support policy for old fishing vessels by 1981 to replace fishing vessels 16 years of age or older with large new ships, as well as replacing the hull material with wood, which is easy to work with and has excellent economic efficiency FRP materials. The government's support policy for FRP fishing vessels has been shifting to an aluminum-based eco-friendly fishing vessel building support project since 2004 due to social problems such as fire vulnerability to hull materials and environmental pollution by abandoned boats. However, this also lacks effectiveness due to vessel building cost and difficulties in management and operation. In response to this, the government has recently developed and pushed for fundamental measures that deviate from the framework of the fragmentary fishing vessel support policy implemented according to specific issues, but it shows some limitations in terms of field acceptance. Therefore, this article would like to discuss policy alternatives to minimize social confusion and introduce them more reliably.
