해양경찰의 CCTV 통합관제센터 활용 방안에 관한 연구
연안사고를 예방하여 국민의 생명을 보호하는 것은 해양경찰의 주요 임무이다. 2016년 이후 연안사고 발생건수는 감소하였지만 사망자는 크게 줄지 않았다. 이러한 연안사고를 예방하기 위해서는 해양경찰은 다른 방안을 고려해야 한다. 그 중에서 고려되는 것이 CCTV를 활용하는 방법인데 CCTV의 효율적인 관리와 운영을 위해서 CCTV 통합관제센터가 지방자치단체에 의해 운영되고 있다. 현재 육 상경찰은 CCTV 통합관제센터에 경찰관을 파견하여 범죄예방에 활용하고 있다. 해양 경찰도 이러한 육상경찰의 사례를 바탕으로 CCTV 통합관제센터의 활용방안을 고려 할 필요가 있다. 그래서 이 연구에서는 CCTV 통합관제센터의 활용방안을 제시하고자 한다. 첫 번 째 방안으로는 해양경찰 직할 CCTV 통합관제센터의 운영, 두 번째 방안으로는 경찰 관 파견 방식, 세 번째 방안으로는 주요 위험지역은 직할 CCTV 통합관제센터를 운 영하고 나머지 지역은 경찰관을 파견하는 혼합방식, 네 번째로는 현재와 마찬가지로 민간관제요원을 활용하는 방식을 제안하였다.
A Study on Utilisation of CCTV Control Center at the Maritime Police
Preventing coastal accidents and protecting people's lives is a major duty of maritime police. Since 2016, the number of coastal accidents has decreased, but the number of deaths has not decreased significantly. To prevent such coastal accidents, maritime police should consider other options. Among them, CCTV Integrated Control Center is operated by local governments for the efficient management and operation of CCTV. Currently, the land police dispatched police officers to the CCTV Integrated Control Center to prevent crimes. Maritime police also need to consider how to use the CCTV Integrated Control Center based on such cases of land police. Therefore, this study aims to suggest the use of CCTV Integrated Control Center. The first option was to operate a CCTV Integrated Control Center under the jurisdiction of maritime police, the second option is to dispatch police officers, the third option is to operate a CCTV Integrated Control Center under the jurisdiction, and the third option is to use civilian controllers as they are now.
