Due to the recent surge in the sea fishing population, although it is an act of sea fishing, the ripple effect is bound to be great. Therefore, it is necessary to regulate the actual crackdown on sea fishing activities so that the marine environment can be prevented from being destroyed and the fishermen can be used continuously. However, the protection and management of Fishery resources management is very poor as Korea's fisheries management focuses only on commercial fishing and overlooks the socioeconomic value of the sea fishing sector. In order to balance sea fishing with resource management and to effectively manage fishery resources for sustainable fishing, legal control over sea fishing is required along with regulations on a crackdown on commercial fishing. However, until now, the illegal activities have been regulated by the marine police in a passive manner. In addition, the government and local government officials who are mainly engaged in the prevention of illegal fishing and establishment of marine products distribution order for the protection and management of fishery resources are not able to crack down on the fishery control because of the limited authority.
