연안해역 안전관리 체계 발전방안 연구 : 연안안전 담당자 설문조사 중심으로
본 연구는 최근 국민 여가활동이 다양해짐에 따라 연안해역의 활동이 빈번해지고 있고 갯벌·갯바위·방파제·선착장 등 연안해역에서 주로 발생하는 추락·고립 등을 예 방할 수 있는 연안해역 안전관리 체계 발전방안 도출하기 위한 연구이다. 해양경찰 은 연안에서 발생하는 사고를 예방하고자 2014년 ｢연안사고 예방에 관한 법률｣과 ｢ 연안사고 안전관리규정｣을 제정하였다. 연안사고 예방에 관한 법률｣에 의한 5년 단 위의 법정계획인 연안사고 예방 기본계획의 수립과 안전관리 체계의 개선을 위한 현 장 실무자들의 애로사항을 청취하고 안전관리의 실제적인 효과를 창출하기 위하여 실태조사를 위해 해역 안전관리 주체인 해양경찰, 9개 정부 부처, 11개 광역시·도 지 자체 담당자를 대상으로 설문조사를 시행하였다. 설문조사를 기반으로 연안해역 안 전관리 조직의 재설계, 신기술을 활용한 안전관리 시스템의 확보, 연안해역 위험구역 평가지표의 고도화, 안전문화 확산 및 교육확대와 역량 강화 방안을 포함한 연안해 역 안전관리 업무 효율성을 높이는 방안을 도출하였다. 제2차 연안사고 예방 기본계 획에는 현장 실무자가 체감할 수 있는 실질적인 대책이 수립되어 연안해역에서의 사 망사고를 줄이고 안전한 연안레저활동을 확보하기 위해 집중적인 관리가 필요하다.
A Study on the Development Plan for Safety Management System in Coastal : A Survey of Coastal Safety Managers
The purpose of this study is to develop a safety management system in coastal can prevent falls and isolation that occur mainly in coastal such as mudflats, mud rocks, breakwater, and docks due to the recent diversification of people's leisure activities. In order to prevent accidents occurring off the coast, the Korea Coast Guard enacted the Act on the Prevention of Coastal Accidents and the Regulations on Safety Management of Coastal Accidents in 2014. A survey was conducted on Korea Coast Guard, 9 government ministries, and 11 local government officials in charge of safety management in the sea area for a fact-finding survey in order to listen to the difficulties of working-level officials in establishing a basic plan for prevention of coastal accidents and improving the safety management system under the Act on the Prevention of Coastal Accidents. In particular, the research suggests improvements to the redesign of the coastal safety management organization, secure a safety management system using new technologies, upgrade the evaluation index of dangerous coastal areas, spread of safety culture, expand education, and capacity as improvement measures to enhance the efficiency of safety management in coasta based on the site.
