The South Korean police authority have considered to establish the policy agencies at local level to better meet the local security needs. In this context, scholars interested in the maritime police administration have discussed the possibility of launching the separate maritime police agencies at local level. In this context, this study analyzed the effects of various organizational conditions and leadership factors on job satisfaction and organizational performance for both the headquarters and the field offices of the U.S. Coast Guard and the relative strengths of these factors were compared. The results reveal that the personnel justice and social capital within organization were the most important for the headquarter workers, while operational leadership, work-life balance, and training and development were the most important factors for the workers in the field offices. These findings imply that the headquarter workers concern mainly about their career success, while those in the field offices concern more about developing their work skills and knowledge that are directly relevant to their task performance.
