This paper is developed a cultural index for marine safety in order to encourage consciousness for the marine safety and, spreading out the safety culture to national people. The index is summarized from surveys of 1,561 people including 1,000 normal people and 561 workers related in marine and maritime field by applying weigh points to each sector of question group. The result of index was a 72.00 by total people including 68.70 of normal people and 77.64 of the workers. In terms of each sector of question group, 76.00 of marine experience, 90.20 of consciousness of marine safety, 78.20 of observance of safety rule and regulation, 62.80 of interest of marine, 51.80 of current situation of safety culture. In terms of sexual division, it was 72.19 of male whereas 71.10 of female. In age division, the value was increasing by getting older and older. By comparing with each sector of question group, national government, local state and institutions related in marine field should check, monitor and improve the weak points for the marine safety culture. In addition, the weigh points that we are applied in each sector of question group also should continually fix in good order and situation.
