미 해군 구축함(USS John S McCain)의 해양사고 원인과 교훈
2017년에 미 해군 7함대사령부 담당 해역에서 미 해군 함정에 의한 4차례의 해상사고가 발생하여 물적 손실은 물론 17명의 인명을 비전투에 의한 손실로 잃었다. 일련의 사고로 인해 세계 최강 해군이라는 미 해군의 입지에 손상을 입었고, 대비태세에 대한 우려의 목소리도 있었다. 특히 17명의 인명 손실이 발생한 USS Fitzgerald 함과 USS John S McCain함의 사고는 미 해군의 대비태세 수준이 얼마나 떨어졌는지 보여주는 극단적인 사례가 되었다. 미 해군 구축함 USS John S McCain함과 라이베리아 선적 Alnic MC호 간 충돌사고의 원인은 미 해군 항해당직자들의 시맨십(Seamanship) 부재, 과중한 임무 수행에 따른 교육훈련 부족으로 항해 역량 저하, 장비 운용 능력 부족 등 복합적인 요인이 작용하였다. 본 논문에서는 USS John S McCain함과 Alnic MC호 간 충돌사고를 중심으로 사고원인과 미 해군의 대비태세약화 원인을 확인하고 우리 해군과 해양경찰에 주는 시사점을 도출하였다.
Causes and Lessons from USS John S McCain's Marine Accident
In 2017, four marine accidents occurred in the US Navy's 7th Fleet Command in the waters of the US Navy, resulting in loss of physical as well as 17 lives by non-combat losses. A series of accidents damaged the position of the US Navy as the world's strongest naval force, and there was also a voice of concern about its readiness. In particular, the USS Fitzgerald and USS John S McCain accidents, which resulted in the loss of 17 lives, are an example of how far the US Navy's readiness level has fallen. The cause of the collision between USS John S McCain and Liberian ship Alnic MC was the lack of seamanship of US Navy sailors, lack of training due to heavy duty, deterioration of naval capability, Complex factors were involved. In this paper, we identify the cause of the accident and the reasons for the weakening of the readiness level of the US Navy, and draw lessens for our Navy and Coast Guard.
