해양사고 분석을 통한 정책방향 제시
최근 연이어 발생되고 있는 대형 해양사고로 국민적 관심이 증대되고 있다. 따라서 1981~2015년까지(35년간)의 중앙해양안전심판원에서 제공하는 해양사고 통계자료를 바탕으로 해양사고 발생 현황과 그 원인을 분석하여 해양사고를 줄이기 위한정책방향을 제시하였다. 분석 결과, 어선을 포함한 100톤 미만의 소형선박의 해양사고가 점점 증가하는 추세이고, 어선과 여객선의 기관손상사고가 증가하는 추세이다. 또한 어선을 제외한 모든 선종에서 충돌사고의 비중이 가장 높고, 그 원인으로 일반원칙 미준수가 가장 높게 나타났으며, 어선과 여객선의 경우 정비점검 부적절이 일반원칙 미준수 다음으로 높게 나타났다. 이러한 해양사고를 예방하기 위한 정책방향으로 크게 인적자원 관리, 선박 안전관리 강화 그리고 어선 설비 개선 분야로 나누어 제시하였다. 인적자원 관리를 위해서는 안전의식 향상 교육, 우수선원 육성 및 선원 근무여건 개선이 요구되고, 선박 안전관리 강화는 선박검사 강화, 신조 지원 확대및 선사의 안전관리 강화가 요구된다. 그리고 어선의 설비 개선은 충돌사고 예방을위한 항해통신장비 개선과 시설 보완이 우선적으로 요구된다.
A Proposal of Marine Accident Prevention Policy through the Statistical Analysis
Recently, a growing number of major marine accidents have resulted in increased national interest. Thus, based on the marine accidents from 1981 to 2015 given by the Korean maritime safety tribunal, the marine accidents statistical analysis was provided to analyze the status of marine accident occurrences and thereby provide a policy direction to reduce marine accidents. As a result, the marine accident of smaller vessels below 100tons including the fishing boats is increasing, and also the engine trouble accidents with fishing boats and passenger ships is increasing. In addition, the collision accident was the highest proportion in all vessels except fishing vessels and which was occurred by the failure of the general principles such as the look-out etc. In order to prevent such marine accidents, it was presented the policy direction of human resources management, strengthened ship safety management, and improvement of fishing facilities.
