안전사고 예방을 위한 연안 안전관리시설물 개선방안 연구
국민들의 생활수준이 향상되면서 해양레저 활동도 증가하였고 이에 따라 연안사고도 증가하고 있다. 연안사고 예방을 위한 법적 근거로는 ｢연안사고 예방에 관한법률｣과 ｢연안사고 안전관리규정｣이 있다. 연안 안전사고 예방은 안전관리시설물에서 시작된다. 대표적인 안전관리시설물로 안전표지판이 있으며, 상기한 법률과 규칙에서 이의 설치 및 관리에 관해 규정하고 있다. 그럼에도 불구하고 연안사고 발생률이 획기적으로 감소하고 있지는 않다. 이에 이 논문에서는 연안 안전사고 예방의 기본적인 수단인 연안 안전표지와 관련된 법규 및 국내외 사례를 검토하고, 현장조사까지 하여 문제점을 도출하고, 개선안을 제시한다.
A Study on the Improvement of Coastal Zone Safety Management Facilities for the Safety Accident Prevention
The living condition of people around nation has improved and the marine leisure activities have increased. For this reason, the safety accidents in the coastal zone are increasing. The legal bases for the prevention of coastal zone safety accidents are “the Act on the Prevention of Coastal Zone Accident” and “the Regulation on the Safety Management of Coastal Zone Accident”. Representative safety management facility in the coastal zone is the safety sign panel which is prescribed the installation and management in the above rules. Nevertheless, the accident rates in the coastal zone are not decreasing dramatically. Thus, this study examines the laws, regulations and domestic and foreign cases, also performs a field survey relating to the coastal zone safety sign that the standard means for prevention of safety accidents, and deduce problems and presents improvement suggestion.
