해양경찰 정부 3.0 모델 창출 과정에 관한 연구
본 논문은 정부 3.0에 대한 순수 학문적으로만 접근하여 이론적으로만 정치한 학문적․연구자적 입장의 서술에 그치는 것이 아니라 과거 정부 시절부터 현 정부에 이르기까지 국정 운영의 패러다임 변화를 행정 실무에 적용하는 다양한 현상들에 초점을 맞추었으며, 정부 3.0의 성공을 위해 해양경찰의 초기 모델 설정시 당시 실무책임자로서의 실행 측면적 상황과 조직 생태적 측면도 담겨져 있어 생생한 정책 현장을 살펴보는 측면에서 정책적 의의가 있다. 즉 정부 3.0을 추진 초기 실무 현장에서 겪었던 문제점을 토대로 이를 개선하는 방향으로 설계되는 과정을 보다 현실적으로 접근하였다. 이러한 문제제기가 결코 정부 3.0의 비판은 아니라 해양경찰의 정부 3.0 모델 창출 사례를 보다 다양화하고 이를 바탕으로 타 정부 초기 모델이 초기 정착화를 시도할 때 겪는 다양한 문제를 비교, 극복하기위한 것임을 밝히고자 한다. 기존 해양경찰의 성과관리 모델인 BSC 모델을 2013년에 성과관리 3.0으로 변화를 시도하고 국민행복 지수와 신호등 관리체계로 전환한 것은 초기 해양경찰의 정부 3.0의 새로운 모델을 창출하기 위한 노력이었다. 해양경찰의 정부 3.0의 모델을 개별 콘텐츠 측면에서가 아니라 큰 틀의 기본골격을 세우는 정책 환경적 측면에서 의의가 있다.
A Study on Korea Coast Guard Government 3.0 Model Development Process
In terms of This paper is significant on the side of studying live policy-site, not only take a academic approach and access theoretical description on government 3.0, but also focus on various phenomena that apply change of paradigm on state administration from past government to present government and also include practice aspect situation and ecological aspect while working as a person in charge at the time of set-up KCG initial model to succeed government 3.0. That is, it approaches more practically to improve problems in practical field while the early days of promoting government 3.0 . This paper is never a criticism on government 3.0, but diversify KCG's government 3.0 model creating case and based on them, it is to compare and overcome the diverse problems that arise while other governments try to establish. It was an effort to create new model of early KCG's government 3.0 trying to change existing 'KCG's BSC model(management of achievement model)', into 'management of achievement 3.0' and convert into 'national happiness index' and 'signal light management system'. KCG's government 3.0 model is significant not an aspect of indivisual content, but a policy environmental aspect that set an basic structure of large framework.
