공무원 협상론적인 관점에서 본 2017년 해양경찰청 부활 과정의 쟁점 연구
2017년 7월 국민안전처 소속이었던 해양경비안전본부가 중앙행정기관인 해양경찰 청으로 부활하는 과정에서 해양경찰 협상팀은 정부조직법을 개정하는 국회 안전행정 위원회, 정부조직을 총괄하는 행정자치부 조직실 등과 수차례에 걸쳐 밀고 당기는 여러 번의 협상을 진행하였다. 그런데 협상의 진행 과정에서 다수의 돌발 변수와 국 민 여론 추이, 언론보도 경향 그리고 협상 전략에 따라 협상의 내용과 결과가 상당 부분 변경되거나 달라지기도 하였다. 따라서 본 논문은 국민안전처 소속 해양경비안 전본부가 중앙행정기관인 해양경찰청으로 부활하는 과정에서의 협상의 전반적인 흐 름을 공무원 협상론의 관점에서 연구함으로써 그 당시 해양경찰 협상팀의 협상 전략 의 적절성 여부 및 협상 결과물을 진단, 평가해 보고, 공무원 협상론 관점에서의 유 의미한 시사점과 협상 방법·전략을 도출하고자 한다. 이를 위해 해양경찰(그 당시 국민안전처 소속 해양경비안전본부)이 부활을 추진 하던 2017년의 부활 관련 중요 쟁점을 하나하나 분석하는 동시에 그러한 쟁점과 관 련하여 그 당시 언론보도의 주요 경향과 내용, 대(對)국민 여론조사 결과, 해양경찰 청 부활관련 행정자치부 조직실의 논리와 입장을 검토하였다. 이러한 분석과 연구를 통해 공무원 협상론 관점에서 매일매일 마주하게 되는 다 양한 협상을 사전에 준비하는 방안을 도출함은 물론 향후 타 기관 또는 조직이 각종 협상을 진행할 때 협상 전략과 방향을 어떻게 설정하고 추진하는 것이 바람직한지 그리고 어떻게 해야 조직의 이해관계와 직결되는 중요한 협상의 성공 가능성을 높일 수 있는지 참고할 수 있는 유의미한 준거점과 협상 방향과 방법을 제시하였다.
A Study on the Issues of the Restoration Process of the Korea Coast Guard in 2017 from the Perspective of Public Sector Negotiation Theory
In July 2017, in the process of restoring the Coast Guard Safety Headquarter, which was a headquarter under the Ministry of Public Safety and Security, as the Korea Coast Guard(hereinafter referred to as "KCG") as a central administrative agency, the KCG negotiation team had conducted several rounds of negotiations with the National Assembly’s Security and Public Administration Committee, which was responsible for amending the Government Organization Act, and the Organization Office of the Ministry of the Interior, which oversaw government organization management. However, throughout the negotiation process, the contents and outcomes of the negotiations had changed considerably depending on a number of unexpected variables, public opinion trends, media coverage trends, and negotiation strategies. Therefore, this study seeks to diagnose and evaluate the appropriateness of the negotiation strategies adopted by the KCG negotiation team at that time, and to derive meaningful implications, negotiation methods and strategies from the perspective of Public Sector Negotiation Theory by studying the overall flow of negotiations in the process of restoring the Korea Coast Guard Safety Headquarters under the Ministry of Public Safety and Security as the KCG as a central administrative agency. To this end, the study analyzes each of the major issues related to the restoration of the KCG(which was, at that time, the Korea Coast Guard Safety Headquarters under the Ministry of Public Safety and Security) in 2017, while simultaneously examining the main trends and content of media coverage concerning these issues, the results of public opinion surveys, and the logic and positions of the Organization Office of the Ministry of the Interior regarding the restoration of the KCG. Through this analysis and study, it is not only possible to prepare methods in advance for the diverse negotiations that public officials encounter on a daily basis, from the perspective of Public Sector Negotiation Theory, but also able to present meaningful reference points and direction for negotiation, suggesting how other agencies or organizations can effectively establish and implement negotiation strategies and directions in future negotiations, and how they can enhance the possibility of success in critical negotiations directly related to their organizational interests.
