불법조업 외국어선 대응 해양경찰 훈련 시나리오 개발을 위한 변수 도출
본 연구는 불법조업 외국어선에 대한 해양경찰의 대응 역량을 강화하기 위해 실 사례를 기반으로 한 훈련 시나리오를 개발하기 위한 변수 도출에 목적이 있다. 해양 경찰이 다양한 환경적·상황적 변수에서 직면할 수 있는 복합적 상황을 반영하여, 실 제 단속 현장에 근접한 훈련 체계를 마련하고자 변수를 도출하였다. 이를 위해 공영 방송 자료와 불법조업 단속 경험이 풍부한 전문가들의 브레인스토밍을 통해 수집한 실사례를 분석하였으며, 각종 교범을 참고하여 불법조업 외국어선 단속 시 발생 가 능한 변수를 도출하였다. 도출된 변수는 등선, 갑판, 조타실, 기관실로 구분하여 각각 의 공간 특성에 맞는 세부 상황을 반영하였다. 본 연구에서 도출된 시나리오 변수를 바탕으로 해양경찰의 훈련 프로그램이 더욱 고도화되고, 다양한 실사례와 환경 변화 를 반영하여 지속적인 개선이 이루어지기를 기대한다.
Variable Extraction for Developing Training Scenarios for the Korea Coast Guard's Response to Illegal Foreign Fishing Vessels
This study aims to identify variables for developing training scenarios based on real cases to enhance the Korea Coast Guard’s response capabilities against illegal foreign fishing vessels. To establish a training system that closely replicates actual enforcement conditions, variables were identified that reflect complex situations the Coast Guard may face in various environmental and situational contexts. Real cases were analyzed, collected through public broadcasting sources and brainstorming sessions with experts experienced in crackdowns on illegal fishing. Relevant manuals were also consulted to identify potential variables that may arise during enforcement against illegal foreign fishing vessels. The identified variables were categorized into boarding, deck, bridge, and engine room, with each area’s specific situations considered. Based on the scenario variables derived in this study, we expect the Coast Guard's training programs to become more sophisticated, continuously improving by incorporating diverse real-world cases and environmental changes.
