국가 해상교통로 지정에 따른 교통로 관리방안에 관한 고찰
해양수산부는 선박의 관습적인 통항로를 보존하여 해상교통안전을 확보하고 합리 적인 해양개발사업의 추진을 위해 해상교통로 지정을 추진하고 있다. 해상교통로가 구축될 경우 해상교통로에 대한 관리방안 마련은 반드시 필요하다. 본 연구에서는 해상교통로의 정책 동향, 지정 사례, 관련 정책 현황을 분석하고, 효율적 관리와 운 영을 위한 방안을 고찰하였다. 일반적으로 해상교통로는 국가 경제와 국제 물류의 중요한 축을 이루며 도로, 철 도, 항공 등의 교통과 함께 연계된 형태의 교통망을 형성한다. 또한, 해양용도 측면 에서도 해상교통망은 공공의 안전과 수요를 위한 필수적인 해역으로 인정받아 해양 공간관리계획 등에 반영되고 있음이 사례 조사를 통해 분석되었다. 본 연구에서는 국가해상교통로의 지정 및 관리에 대해 고찰하고 중장기 정책 방향을 제시하기 위해 국가해상교통로의 정책 동향, 해상교통로 지정 사례, 그리고 국가 교통로 관련 정책 현황을 살펴보았다. 또한, 해상교통로 지정 사례를 통해 다른 국가들의 정책을 분석 하였다. 도출된 해상교통로 관리에 대한 주요 방안으로 해상교통로 지정 및 관리에 대한 법률적 개념 정립이 필요한 것으로 제시하였다. 또한, 해상교통로 관리를 위한 전담기관의 지정, 지능형 정보시스템 등을 바탕으로 하는 디지털 해상교통로 수립 추진, 육상교통과의 연결성 검토 등을 제안하였다. 그리고 해상교통로의 효율적인 관 리를 위한 중장기 정책방향으로 디지털 해상교통로 통합정보센터 구축, 해역관리선 도입 및 운영, 디지털 해상교통시설 확충 등을 제안하였다. 본 연구의 결과를 통해 향후 지정될 해상교통로는 해상교통안전 등 공공의 수요 가 고려되고 국가와 국제 사회의 경제 활동과 물류 흐름을 지원하며, 해양 환경을 보호하고, 해상교통의 안전을 강화할 수 있을 것으로 기대된다.
A Study on the Management for the Transportation Routes according to the Designation of the National Maritime Transportation Routes
The Ministry of Oceans and Fisheries is promoting the designation of maritime transportation routes to preserve customary ship passageways, ensure maritime traffic safety, and facilitate reasonable marine development projects. Upon the establishment of maritime transportation routes, it is imperative to develop management strategies. This study analyzes trends in maritime transportation route policies, designation cases, and related policy statuses, and explores efficient management and operational strategies. Generally, maritime transportation routes form a crucial axis of national economies and international logistics, interconnected with other modes of transport such as roads, railways, and aviation. Moreover, maritime transportation networks are essential areas for public safety and demand, as recognized in marine spatial management plans, as evidenced by case studies. This study investigates the designation and management of national maritime transportation routes and presents mid-to-long-term policy directions by examining policy trends, designation cases, and related policy statuses. Additionally, international policies are analyzed through the designation cases of maritime transportation routes in other countries. Key measures for managing maritime transportation routes derived from this study include the establishment of legal concepts for the designation and management of these routes. The study also suggests the need for the designation of dedicated management agencies, the promotion of digital maritime transportation routes based on intelligent information systems, and the review of connectivity with land transportation. Moreover, mid-to-long-term policy directions for the efficient management of maritime transportation routes are proposed, including the establishment of a digital maritime transportation route integrated information center, the introduction and operation of maritime management vessels, and the expansion of digital maritime transportation facilities. The results of this study are expected to ensure that future designated maritime transportation routes consider public needs such as maritime traffic safety, support economic activities and logistics flows at both national and international levels, protect the marine environment, and enhance maritime traffic safety.
