연안사고예방을 위한 안전관리 개선방안 연구 : ｢연안사고 예방에 관한 법률｣을 중심으로
국민소득의 증가와 주 5일 근무제 정착 등 환경의 변화는 국민들에게 경제적·시간 적 여유를 제공하게 되었고 이는 연안에서의 이루어질 수 있는 레포츠·관광 등에 대 한 관심 증가로 이어졌으며 이와 관련한 각종 산업을 발전시켰다. 여가문화가 형성 되기 이전에는 연안을 주 생활공간으로 삼고 있는 지역 주민에 의한 사고 발생 비율 이 높았다면, 최근에는 여가를 위해 연안을 찾는 사람들의 사고 발생이 증가하고 있 다. 또한 코로나191) 확산으로 인한 외국 여행객 감소는 국내 연안 이용객을 더욱 증 가시켰고 이는 향후 연안 사고 발생률을 높이는데 기여할 것이라는 예측을 할 수 있 게 하였다. 따라서 이 연구는 최근 5년간 연안에서 발생한 사고의 특성에 대해 분석하고, 연 안사고예방법 과 연안사고 안전관리규정 에서의 연안안전관리 방안 및 추진사항을 확인하였다. 연구 결과 법률상 문제점 및 미비점을 확인하였고 이에 따라 연안해역 에서 발생하는 사고를 예방하여 연안 이용객의 안전을 증진 시킬 수 있도록 법률 보 완에 대한 정책 제언을 하고자 한다. 본 연구는 법률적·제도적 검토 중심으로 이루어 졌으며 향후 해양경찰 중 연안해역 안전관리를 담당하는 경찰관 대상으로 연안안전 을 위해 현재 추진되고 있는 제도의 문제점에 대한 설문조사를 바탕으로 한 현장중 심 방안 모색 등 더욱 다양한 측면에서의 연구가 필요할 것으로 보인다.
Research on Safety Management Improvement Measures to Prevent Coastal Accidents : Focusing on ｢Law on Coastal Accident Prevention｣
Changes in the environment, such as the increase in national income and the five-day work week, have given people economic and time to afford, which has led to increased interest in activities, tourism, etc., which can be made offshore, and has developed various industries. If the rate of accidents caused by local residents using the coast as a living space was high before the leisure culture was formed, accidents such as falls and iksoos have increased in recent years. In addition, the reduction in foreign travelers due to the spread of COVID-19 has further increased domestic coastal users, which can be predicted to contribute to higher incidences of coastal accidents in the future. Therefore, the study analyzed the characteristics of accidents occurring offshore in the last five years and identified coastal safety management measures and initiatives in the Law on Coastal Accident Prevention and Coastal Accident Safety Management Regulations . The study identified legal problems and imperfections, and accordingly, to make policy suggestions on supplementing the law to prevent accidents in coastal waters to improve the safety of coastal users. The study was centered on legal and institutional reviews, and it is likely that more research will be needed in various aspects, including seeking a field-centric plan based on a survey of the current system for coastal safety for police officers in charge of coastal maritime safety management.
