민간 해양구조대의 현황분석 및 발전방안
본 연구는 민간조직을 활용한 효과적인 민․관 협력의 대표적인 사례로 민간해양구조대의 발전방안을 모색해 보고자 한다. 이에 따라 본 연구에서는 이론적 배경으로 지역사회 경찰활동(community policing)의 관점, 민영화 관점, 협력적 거버넌스관점에서 외국의 민간해양구조대, 경찰청의 자율방범대의 운영현황, 소방청의 의용소방대 운영현황을 검토하여 그 시사점을 도출하고, 해양경찰의 해양민간구조단체 운영현황과 제도를 분석하여 민간해양구조대의 발전방안을 제시했다. 해양에서 발생하는 각종의 해양사고, 연안사고, 해양재난에 대응하기 위해서는 해양경찰의 인력만으로 한계가 있다. 그 한계를 극복하고 보완하기 위해서는 해양종사자들의 협력이 절실히 필요하다. 발전방안으로는 ① 해양구조협회에 명예총재제도 도입, ② 자치조례제정 및 해양자원봉사 교실 신설운영, ③ 민간해양구조대의 설치 및 운영에 관한 법률제정, ④ 민간해양구조대에 계급제도 도입 및 경력에 따른 수당 차등지급, ⑤ 해양경찰조직에 민관협력부서의 설치를 제안하였다.
Study on the Development Plans of Korean Volunteer in Marine Search and Rescue Areas
The purpose of this study was to suggest development plans of Marine Volunteer as a representative case of Public-Private Cooperation in korea. The theoretical background of this study is Community Policing, privatization perspective, collaborate governance. By based on this theoretical background, marine rescue volunteer organizations of UK, US, Japan were compared one another, thereon I found policy implication through US Coast Guard Auxiliarly, the Royal National Lifeboat Institute of UK, Marine Rescue Japan. And analysed volunteers of Korea National Police Agency, korean volunteer fire departments. also, analysed marine volunteers in korea by organization, operational status, system, education, regal background, autonomy regulations. Through these analysis, this study suggested development plans. Development plans are as follows. ① Introduction of an honorary president Position at the maritime Rescue ＆ Salvage Association, ② Enactment of Autonomy Regulations related Marine Volunteer, Marine Volunteer Class Opening by the maritime Rescue ＆ Salvage Association, ③ Enactment of the Marine Volunteer Department Act, ④ Ranking System Introduction of Volunteer Group and graded Salary payment based on Career, ⑤ New Establishment of Volunteer-Government Cooperation Office in Korea Coast Guard Organization.
