미국 해안경비대 공무원의 직무만족 결정요인에 관한 연구 : 일반직 연방공무원과의 비교
해양경찰 공무원들의 직무만족의 영향요인을 살펴본 연구들은 이들의 욕구구조가 일반 공무원들과 다르며 따라서 이들의 만족도는 다소 독특한 영향요인에 의해 결정될 것이라 가정하고 있다. 하지만 이러한 차이를 실증적으로 확인한 연구는 거의 없다. 이러한 맥락에서 본 연구는 우리나라 해양경찰과 동일한 업무를 수행하는 미국 해안경비대 공무원들의 직무만족 형성요인들이 전체 일반 공무원의 직무만족 형성요인과 어떻게 다른지를 살펴보았다. 2014년 미국 인사처에서 발행한 Federal Employee Viewpoint Survey 데이터를 분석한 결과, 해안경비대 공무원의 직무만족 형성요인은 전체 연방공무원의 그것과 전반적으로 유사하였으나, 일부의 차이 역시 발견되었다. 해안경비대의 공무원의 경우 업무량 적절성이 전반적 만족도에 미치는 영향이 일반 공무원보다 더 크게 나타났다. 또한, 동료 및 상사와의 원만한 관계가 일반공무원 보다 더 중요한 것으로 나타났다. 반면, 고성과에 대한 인정 및 보상제공여부가 일반공무원에 비하여 그다지 중요한 요인이 아닌 것으로 나타났다. 이러한 결과가 의미하는 바와 해양경찰기관의 관리자에게 주는 함의를 논의하였다.
Determinants of Job Satisfaction of Employees in the U.S. Coast Guard : A Comparative Study
The extant studies examining the determinants of job satisfaction for employees in marine police organizations are predicated on the assumption that their need structures are different than employees in other government organization, and thus, that the determinants of their satisfaction are also different. However, empirical evidence for that assumption is insufficient. In this vein, this study investigates the determinants of job satisfaction of employees in U.S. Coast Guard, and compare them with those of employees in other federal agencies. Analyzing the Federal Employees Viewpoint Survey collected in 2014, we found that the determinant of job satisfaction of employees in U.S. Coast Guard were generally similar to those of the whole sample of federal employees. However, we also found that determinants of job satisfaction for employees in U.S. Coast Guard showed a slight difference when compared to those of the whole sample. In addition, a few of the differences were also identified and its implications were discussed.
