The To minimize secondary damages from marine environment pollution resulting from marine accidents, International Maritime Organization(IMO) adopted “Guidelines on Places of Refuge(Hereafter “PoR") to Ship in Need of Assistance, which is to minimize the secondary environmental pollution caused by marine accidents. East Asia including Korea, Japan and China has geographically similar to the Europe in contacting with the coast line of various countries. EU containing most of the European countries operates PoR in conjunction by establishing “EU Operational Guidelines on Places of Refuge" to reduce the risk of navigation and protect life or environment. This study shows PoR management plans for East Asia by analysing EU's “VTMIS(Vessel Traffic Management and Information System) EU Operational Guidelines on Places of Refuge". Assigning PoR, it has a number of problems such as financial, responsible problem and political pressures of the coastal state offering PoR. But it enables rapid treatments by operating PoR, So it tis possible to minimize the secondary damage such as marine contamination which can occur to coastal state. Hence, a policy and research about PoR management must do progress lively.
