해양경찰공무원의 제도적 환경 인식이 조직성과에 미치는 영향 : 제도공정성 인식과 성과관리 인식을 중심으로
조직이 목표를 달성하는데 효율적이지 못한 경우 조직구조를 변화시켜 문제를 해결하고자 한다. 그런데 그러한 조직구조의 변화는 항상 효과적인 것인가? 이 연구는 세월호 사건 이후 급격한 제도적 변화를 경험한 해양경찰조직의 제도적 환경이 조직성과 하위 속성 변수인 대응성과 능률성, 그리고 효과성에 미치는 영향을 실증적으로 분석하여 해양경찰의 제도적 개선방향에 대한 정책적인 대안을 제시하는 것을 목적으로 한다. 이와 같은 연구목적 달성을 위해 전체 해양경찰관을 조사대상으로 하였으며 표본선정은 지역적인 분포를 고려하여 동해 해양경비안전본부 소속의 속초해양경비안전서, 동해해양경비안전서와 포항해양경비안전서, 서해해양경비안전본부소속의 군산해양경비안전서와 평택해양경비안전서, 남해해양경비안전본부 소속의 여수해양경비안전서에서 184개의 표본을 전국의 해양경찰관을 대상으로 할당표집하였다. 연구 결과 제도 공정성은 대응성과 능률성, 효과성에 모두 긍정적인 영향을 주었으며, 성과인식은 능률성을 제외한 대응성과 효과성에 긍정적인 영향을 주었다.
The Effect of Maritime Police Officers' Perception of Institutional Environment on Organizational Effectiveness
If an organization is not efficient at achieving its goals, it tries to solve the problem by changing its organizational structure. But is that change in organizational structure always effective? The purpose of this study is to analyze empirically the effect of institutional environment of marine police organization which experienced rapid institutional change after the Sewol Perry incident on the response performance, It is aimed to present an alternative. In order to achieve the purpose of the study, all marine police officers were surveyed. The selection of the samples was based on the regional distribution, including the Sokcho Maritime Security Safety Department, the Donghae Maritime Security Safety Department, the Pohang Maritime Security Safety Department, 184 specimens were assigned to marine police officers across the country from the Gunsan Maritime Safety and Safety Department, the Pyeongtaek Maritime Safety and Safety Department, and the Yeosu Maritime Security and Safety Department, the South Sea Maritime Safety Division. As a result of the study, institutional justice positively affected both response, efficiency and effectiveness, and performance recognition positively affected response and effectiveness except efficiency.
