연안해역 사고방지를 위한 안전관리에 관한 연구
이 연구의 목적은 연안해역에서 발생하는 각종 안전사고를 사전에 예방하여 국민의 생명과 재산을 보호하고 해양경찰이 주가 되어 국내 연안해역의 특성에 맞는 효율적인 연안해역 안전관리 방법을 도출하여 안전한 연안해역 공간을 마련하기 위한방안을 제시하는데 있다. 3면이 바다인 우리나라 연안에서만 전 국민의 46%인 2,100 만 명이 취업 및 여가활동을 하는 장소로 이용하여 생활하고 있어 크고 작은 연안해역 사고가 발생하여 해양사고의 90%를 차지하므로 연구배경을 연안해역을 중심으로하고, 연구방법으로는 연안해역인 갯벌, 갯바위, 방파제, 연육교, 선착장, 무인도서 등에서 바다에 빠지거나 추락, 고립 등으로 발생한 사고와 연안체험활동 중에 발생한사고 현황을 분석하여 해양경찰을 중심으로 연안 안전관리 체계를 확고히 구축할 수있도록 연안해역 안전관리 전문인력 구성과 장비 충원 그리고 위험구역과 출입통제구역 재지정 검토가 필요하고, 안전관리 체계가 예방중심으로 정책적인 패러다임 변화와 국민이 직접 안전체험과 교육훈련을 습득할 수 있도록 필요한 시설구축이 요구된다.
A Study on the Safety Management for Coastal Waters Accident Prevention
The purpose of this study is to protect the life and property of the people by preventing various safety accidents occurring in the coastal area, and KCG(Korea Coast Guard) is the main state to develop efficient coastal waterside safety management methods that match the characteristics of the coastal waters of Korea, and propose measures to secure safe coastal water space. Korea, which is the sea of the sea, occupies 90% of marine accidents due to large and small coastal sea accidents, where 46% of the whole population, The research background was centered on coastal waters. This study analyzes the accidents caused by falls, falls, isolation, and accidents during the coastal experience activities in the coastal waters, tidal flats, sea wall, breakwater, marina, unmanned island, etc. In order to establish a coastal safety management system centered on KCG, it is necessary to construct professional personnel for coastal safety management, to recruit equipment, and to review the designation of danger zone and access control area. It is required to construct necessary facilities so that citizens can directly acquire safety experience and education and training.
