SCAMPI 기반의 함정도입 업무 프로세스 연구
본 연구는 세월호 침몰사고 이후 한국 해경이 처한 위기를 극복하기 위한 노력의 일환으로써 한국 해경의 임무환경에 적합한 함정장비 도입 업무체계의 발전을 목적 으로 하였다. 연구목적 달성을 위하여 본 연구는 다음과 같이 수행하였다. 먼저 조직의 업무 프로세스를 평가하는 국제표준들을 비교분석하여 함정장비 획득 업무환경에 적합한 평가방법을 선정하였고, 선정한 평가방법을 적용하여 벤치마킹 모델인 방위사업청을 중심으로 한 해군의 함정무기체계 획득 요구사항 개발 및 관리 업무 프로세스를 평 가하였다. 그리고 그 평가결과를 분석하여 업무 프로세스의 개선방향을 도출하였다. 본 연구를 통해 제시한 업무 프로세스 평가방법 및 개선방향을 적용하여 해경의 함정 도입업무 프로세스를 발전시킨다면 해경의 명예회복에 기여하는 동시에 해경이 원하는 함정장비를 더 효과적으로 도입할 수 있을 것으로 기대한다.
A Study on Appraisal and Improvement for Acquisition Business Based on SCAMPI
The purpose of this study is to find the effective acquisition process suitable for marine police about requirements development. This study consists of four phases. For details about this study include the following. First, a theoretical review was conducted on appraisal method of international standards for business process. Second, a comparison and selection among international standard appraisal methods was conducted based on appropriate appraisal method for Navy’s acquisition business. Third, a requirements development appraisal of Navy was conducted after analyzing the business process appraisal method based on SCAMPI(Standard CMMI Appraisal Method for Process Improvement). Fourth, a elicitation of process improvement direction about requirements development was conducted based on appraisal results for Navy. If the result of this study is applied to acquisition process for the Marine Police, it can be a effective process to acquisition of marintime security ships.
